Brief Description


Do you have a keen interest in transforming public spaces in London’s busiest stations?

This role is to create business plans to develop, refurbish and alter the existing portfolio in order to generate additional income to reinvest back into the railway. These schemes include retail, shopping centre, commercial estate, advertising and car parks within the Southern regions. This opportunity will allow you to develop strategies across the UK’s busiest stations to include London Bridge, Cannon Street, Charing Cross, Clapham Junction, Victoria and Waterloo.

You will work regularly with our construction and maintenance team to ensure the programmes and milestone targets are met in time to be let to retailers and commercial tenants.

This is an exciting opportunity to add value to the existing estate through development, acquisitions and advertising. The role will involve liaising with stakeholders internally and external both public and private sectors, provide professional advice, valuation support and assist our clients with arranging vacant possession and marketing. You will also require some creative thinking, a good understanding of property and decision making as well as an ability for problem solving.


About the role (External)


1. Contribute to annual team budgets through the implementation of investment schemes identified in the portfolio/station plans.

2. Develop and sponsor capital investment business cases in line with the asset management strategy to exploit opportunities that will maximise incremental income for assets...

3. Agree with the client the project remits before works are initiated. Monitor progress throughout the programme to make certain the agreed business case benefits are delivered.

4. Examine options for each opportunity and Run DCF appraisals to establish most viable solution.

5. Responsible for monitoring and coordinating with internal teams and external consultants and stakeholders to deliver all consents necessary to implement and complete the investment in line with agreed milestone dates including in particular planning, obtaining vacant possession, marketing and any associated regulatory processes in line with Network Rail policy.

6. All schemes to be designed to maximise the principles of safety, sustainability and whole life costs

7. Liaise with developers, investors and occupiers of adjoining property to leverage value for investment projects. So being a good communicator is key.

8. Provide regular accurate budgetary information and periodic income and capex forecasts.

9. Responsible for conducting simple contractual negotiations.

10. Establish and maintain commercial relationships with property agents, local developers, investors and local authorities and other stakeholders to aid business partnerships that maximise returns, promote current and available business space and identify opportunities for investment and income growth with the same.

11. Responsible for monitoring the management and coordination of all consents, and identifying possible sources of external funding, if necessary, to deliver the investment.

12. Assist with the acquisition of land or interests in land to enable an investment scheme


Job Skills, Experience and Qualifications

Essential

  • Educated to degree level or equivalent
  • Direct asset management experience
  • Good organisational skills and proven ability to manage projects to hit delivery timescales
  • Demonstrable Achievement of meeting profit targets within a competitive environment.

Desirable

  • Relevant post qualification experience
  • Full driving licence
  • MRICS Qualified or equivalent professional qualification or training for MRICS


£43,588 - £49,037 plus and Inner London Allowance of £3,270 per annum


Network Rail adheres to pre-employment Baseline Personal Security Standard (BPSS), this is government standard for pre –employment vetting. BPSS government standard pre-employment vetting requires Network Rail to screen a potential employee’s unspent criminal convictions and undertake 3 year career checks. Employment at Network Rail is subject to employees meeting the BPSS government standard pre-employment vetting.

Our Drugs and Alcohol Standard is changing as of 16.01.2023. All prospective candidates who have not been offered a conditional role by 16.01.2023 will be required to undergo and pass a drugs and alcohol test. Your application will be rescinded if you record a positive test. All positive drugs and alcohol test results for prospective candidates will be securely held on Sentinel database and a 5 year suspension from applying for a safety critical role, a role which requires PTS certification or a Key Safety role on Network Rail Managed Infrastructure will be enforced.
